Dr. M. Mekideche

Dr. Mustapha Mekideche has been appointed as the Chairperson of the APR Panel of Eminent Persons at the 23rd Summit of the APR Forum held in Johannesburg in June 2015. Dr. Mekideche is the Vice-President of the National Economic and Social Council (CNES) of Algeria. He has also served as Adviser to the Energy Minister of Algeria. He is the Founder and CEO of ENEP, the engineering subsidiary of Sonatrach. Dr. Mekideche began his career as a Director at Sonatrach for the industrial petrochemical zones of Arzew and Skikda. Since 1997, he has been operating  a consultancy firm serving the Oil &Gas Industry. Dr. Mekideche obtained his PhD in Economics from Grenoble University in France and also has a Degree in Mathematics from the University of Algiers.

Prof. M.Y. Khayal

Prof. MAHAMOUD YOUSSOUF KHAYAL, physicien, Doctorat phD. Spécialiste en énergétique et en énergie électrique. Né le 04 Avril 1958. Marié et père de 6 enfants. Enseignant-chercheur. Ancien Directeur General de l'Institut Universitaire des Sciences et Techniques d'Abéchée, et actuel Directeur Général du Centre National d'Appui à la Recherche. Membre du Panel du Mécanisme Africain de Evaluation par les Pairs, depuis janvier 2014. Vice président du panel du Mécanisme Africain de Evaluations par les Pairs, depuis Avril 2015. Directeur de publication de la revue scientifique du Tchad. Auteur de plusieurs publications scientifiques. Distinctions honorifiques : chevalier de l'ordre national du Tchad en 2003, officier de l'ordre national du Tchad en 2004, Chevalier de l’Ordre des Palmes Académiques françaises (France 2004), Chevalier de l ordre des palmes Académiques du Conseil Africain et Malgache pour l’Enseignement Supérieur (OIPA/CAMES) en 2010

Prof. A. Abu-Manga

Professor Al-Amin Abu Manga was appointed to the APR Panel of Eminent Persons at the 20th Summit of the APR Forum held in Addis Ababa in January 2014. Al-Amin Abu-Manga is a Professor of African Languages and Linguistics, former director of The Institute of African & Asian Studies, University of Khartoum, and at present, the Head of the Department of Sudanese & African Languages at the above institute. He has been a member of the university senate for 23 continuous years. In the sphere of academics, Prof. Abu-Manga has published 13 books (as author or editor) and more than 40 research papers. He is also the Editor in Chief of Bulletin of Sudanese Studies (an annually issued scientific journal).

Professor Abu-Manga has participated in 41 academic conferences around the world. He is frequently present in the Sudanese media (daily newspapers, Radio and TV) and among the founders of ‘Voice of Africa Section’ in the National Radio Corporation (Sudan). Within the framework of public services, Prof. Abu-Manga is the chairman of the ‘Council for Development and Promotion of the National Languages’ (created through a Presidential Resolution) and a member of many other committees and councils of a national nature. He speaks Arabic, English, French, German, Hausa and Fulfulde.

Amb. Ashraf Rashed

Ambassador Ashraf Rashed was appointed Deputy Chairperson of the APR Panel of Eminent Persons at the 20th Summit of the APR Forum held in Addis Ababa in January 2012.In the course of his long and distinguished career, Ambassador Rashed served as the Egyptian Assistant Foreign Minister for African Affairs, Assistant Foreign Minister for European Affairs and Arab Coordinator for Euro-Mediterranean Cooperation, Deputy Assistant Foreign Minister for Strategic and Security Organisations in Europe, and Ambassador to Italy (2006-2011) and Ireland (1999-2003). He served as an International Consultant, World Food Programme Facilitator and Chairman for Consultations on Humanitarian Assistance and Risks in Somalia involving UN Agencies (2011). was appointed to the APR Panel of Eminent Persons at the 16th Summit of the APR Forum held in Addis Ababa in January 2012.

Hon. Brigitte Mabandla

Honourable Brigitte Sylvia Mabandla was appointed to the APR Panel of Eminent Persons by the APRM Forum of Heads of State at the Summit held in Addis Ababa in January 2015. Honourable Mabandla is a seasoned South African politician with long-standing experience in parliament and government.  She served as a Member of Parliament of South Africa from 1994 to 2009. She held several government portfolios including Minister of Housing (2003-2004), Minister of Justice and Constitutional Development (2004- 2008) and Minister of Public Enterprises (2008- 2009). She holds an LLB degree from the University of Zambia (1979). Honourable Mabandla is currently the Chairperson of the Presidential Advisory Council on National Orders.

H.E. Mr. Edem Kodjo

Edem Kodjo was appointed to the APR Panel of Eminent Persons at the 20th Summit of the APR Forum held in Addis Ababa in January 2014. He was Secretary-General of the Organisation of African Unity from 1978 to 1983.From 1994 to 1996 and 2005-2006 he served as Prime Minister of Togo.

Amb. Fatuma Ndangiza

Ambassador Fatuma Ndangiza Nyirakobwa was appointed Chairperson of the APR Panel of Eminent Persons at the 20th Summit of APR Forum held in Addis Ababa in May 2013.  She was appointed to the APR Panel of Eminent Persons in January 2012. She is also Deputy CEO of the Rwanda Governance Board, whose mission is to promote good governance and decentralisation in Rwanda.

Prior to her assumption of these positions, Ambassador Ndangiza served as Rwandan Ambassador and High Commissioner to Tanzania and was also accredited to Malawi, Zambia, Seychelles and Madagascar.  In this capacity, she oversaw regional integration matters concerning the East Africa Commission and COMESA. From 2002 to 2009, Ambassador Ndangiza was the Executive Secretary of the National Unity and Reconciliation Commission that spearheaded healing and reconciliation among Rwandans. She also pioneered the Women’s Civil Society Movement and the advancement of women empowerment and gender equality in Rwanda.

Mr. J. Tsang Mang Kin

Honourable Joseph Tsang Mang Kin was appointed to the APR Panel of Eminent persons at the 18th Summit of the Forum held in Addis-Ababa in January 2013. Mr Tsang Mang Kin started his career as a reporter, then was appointed an Education Officer, Minister-Counsellor in Paris and Brussels, Deputy Director of the Commonwealth Foundation in London. He left Government service to join politics, became Secretary General of the Mauritius Labour Party, was then elected an MP and appointed Minister of Culture. Here his legacy includes the National Library, the National Art Gallery, the History Museum of Mauritius, the Frederick Hendrick Museum, the Nelson Mandela Centre for African and Creole Culture. He is a CPTM Companion and a member of the CPTM International Advisory Council. An essayist and a poet, writing in both English and French, he has produced essays, plays and poetry on Mauritian history, diplomacy, Slavery, Literature, Francophonie, early Christian history, Chinese Philosophy, African, Chinese and Indian Diasporas. He is also a speaker on these subjects in Universities in Canada, China, Réunion Island and Africa, and also in Commonwealth countries and UNESCO Forums.

Mr Tsang Mang Kin holds degrees from London University and Geneva Graduate Institute for International Studies. He also holds distinctions from Senegal : Chevalier dans l'Ordre du Lion, France : Chevalier dans l'Ordre des Palmes Académiques, China : Brilliance of China, and Mauritius: Grand Officer of the Order of the Star and Key of the Indian Ocean ‐ GOSK.
