Dear Prospective Bidder,
The APRM was established in 2003 to support the implementation of the New Partnership for Africa’s Development (Nepad) within the framework of the African Union regional integration and development agenda. The mechanism is the only extensive continental voluntary governance peer review mechanism agreed to by the Member States (MS) in the world. The design and primary purpose of the mechanism is to catalyse African states by contributing to the enhancement of enabling environment which translates into sustainable development and good governance in the context of globalisation.
The APRM pursues this goal through a process of governance self-assessment in participating countries across four broad areas – Democratic and Political Governance; Economic Governance and Management; Corporate Governance; and Socio-Economic Development. In this regard, African countries submit to, and facilitate periodic peer reviews, and consent to be guided by good governance principles at both the political and economic levels.
In implementing this initiative, the APRM has solicited the technical and financial support from the Swedish International Development Agency (SIDA) whose support portfolio to Sub-Saharan Africa covers the areas of Peace and Security, Economic Integration and Combating Corruption and Institutional Capacity Building.
The APRM wishes to engage the services of an audit firm for the purpose of auditing the “APRM and State and Non-State Actors Collaboration on Enhancing Good Governance Program”, as stipulated in the agreement between APRM and SIDA. The audit shall be carried out in accordance with international audit standards issued by IAASB[1].
The audit shall be carried out by an external, independent, and qualified auditor.
Bidders/Firm MUST provide/submit, but not limited the following documents before they could be considered for technical evaluation:
- Valid registration documents.
- Valid Tax Compliance Certificate or Equivalent Relevant Document.
- Valid registration with national or international professional institutions/bodies
- Audited Financial Statements for the past three years (2020, 2019 & 2018). – A range of Financial Ratios shall be used to determine the financial position of the firm.
- Certified Bank Statements for the past Six (6) Months.
- The technical and financial proposal in the format provided in the bid document.
- Bidders are required to ensure that their bid document is signed and paginated. Please not submit a document in loose pages.
- A letter of Power of Attorney from the Authorized person
- Where bidders are bidding as a joint venture, a joint venture agreement or Memorandum of understanding is required. It should be clearly indicated who the lead bidder is.
The above documents MUST be enclosed in the envelope containing the Technical Proposal.
The deadline for submission of bids is 21st April 2021 at 12.00 Hours SA Local time in the presence of bidders or bidders’ representatives who choose to attend, in the APRM offices boardroom. Proposal bids shall be opened on 15th April 2021 at 12.00 hours South Africa local time at APRM Premises, Physical Address No. 230 15th Road, 1st Floor: Randjespark, Halfway House, Midrand South Africa in the Board Room
This is a TWO ENVELOPE BIDDING PROCESS. The technical and financial offers should be in two separate envelopes which must be sealed. Envelopes MUST be clearly marked with the Title and procurement number. The Financial Proposal shall be Opened upon completion of the Technical Evaluation. Late bids will be rejected and returned unopened to bidders.

A firm will be selected under Least Cost Selection Method and procedures described in this RFP.
