1.0 BACKGROUND
The invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online and African Development Bank Group’s Internet Website and on 23rd April,2018 and 23rd April 2018 respectively.
African Peer Review Mechanism (APRM) has received Financing from the African Development Fund (ADF) towards the finance of the African Peer Review Mechanism Institutional Support Project (APRM-ISP). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Supply, Installation, Testing and Commissioning of Knowledge Hub(E-Platform) at APRM Offices.
African Peer Review Mechanism (APRM) now invites sealed bids from eligible bidders for Supply, Installation, Testing and Commissioning of E-Platform at APRM Offices.
2.0 DESCRIPTION OF THE PROJECT
The project will support the implementation of the APRM 2020-2023 Strategic Plan and reposition the APRM as an instrument for monitoring AU Agenda 2063 and SDGs.
Apart from addressing the immediate challenges faced by the Mechanism, the grant will help in the review and refinement of the APRM tools and processes, to ensure that the Mechanism remains relevant in a rapidly changing world and is able to take on board expanded mandate and expectations of member countries.
In this regard, the project will also help the Mechanism to undertake research and diagnostic works and to develop a repository of knowledge in the form of a knowledge hub, targeting policy makers, academia, the private sector and civil society, among others.
3.0 OBJECTIVE OF THE E-PLATFORM SOFTWARE
In the context of the implementation of the APRM Knowledge hub project, the APRM envisages appointing a service provider to provide an electronic software to contribute in setting up the APRM Secretariats’ Knowledge Hub, which shall have three main components namely: Data Centre for Monitoring and Evaluation (M&E), E-Library platform for knowledge sharing and E- Learning Platform . This platform will empower people with right information and create a knowledge Pan African Continent as well as ensure preservation of digital content for the posterity.
4.0 SCOPE OF THE ASSIGNMENT
The Service provider shall propose relevant and suitable software to support APRM Knowledge hub and its three components; M&E, E- Library and E-Learning platform. The Service provide will also be required to develop and /or customize software to ensure compatibility and seamless interaction between the three components

There shall be a Pre-Bid meeting at the APRM offices in Midrand on Wednesday 15th January, 2020 at 11.00 a.m, at APRM Boardroom. Street Address/physical address: African Peer Review Mechanism, Private Bag x09, Halfway House, 1685230; No 230 15th Street, Ransdjespark, 1st Floor, Midrand, South Africa. Interested Bidders will meet own cost of attending the meeting.
The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the African Development Bank Standard Bidding Document: Procurement of Goods or Procurement of Works.
Bids MUST be delivered to the above APRM offices on or before [1100 hours] on [4th February 2020 at 11.00 hours local time] and must be accompanied by a security bid of 70,000.00 ZAR from a reputable bank or an accredited financial institution and should be valid up to 3rd March,2020.
