The African Peer Review Mechanism has received financing from the African Fund Development Bank (AfDB) toward the cost of APRM-ISP project and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services for Revision of African Peer Review Mechanism (APRM) Questionnaire and Standardization of the National Program of Action (NPOA)
The main objective of the Project is to strengthen the APRM, support the implementation of the 2016-2020 Strategic Plan and reposition the APRM as an instrument for monitoring AU Agenda 2063 and the SDGs.
The specific objective of consultancy service is to refine the APRM Methodology and Processes, including the revision of the questionnaire to reflect the expanded mandate and reinforcement of modalities for ensuring the implementation of the National Programmes of Action that emerge from the reviews and tracking progress over time through a well-articulated M& E Framework.
The period of the assignment shall be six (6) months starting from the date the agreement with APRM is signed.
The consulting firm should have the following: over ten (10) years’ experience in designation and conduction of both qualitative and quantitative research design and methodology; the field of research should relate to Political, Economic, Corporate and Socio-economic Governance and previous / recent work should be accessible on the internet.; demonstrate experience in questionnaire development, governance assessment and monitoring and evaluation frameworks; demonstrate knowledge on African Union Agenda 2063, SDG 2030, the identified bottlenecks facing Africa and other pressing governance challenges of the African Continent. The firm is expected to have a team of eight (8) experts to work on the assignment. Thus, each pillar of the assignment shall comprise two experts: one (1) lead expert and one (1) support expert in:
- Democracy and Political Governance;
- Corporate Governance;
- Economic Governance and Management and Socio-economic Development; and
- Monitoring and Evaluation for the Standardization of the NPOAs
The African Peer Review Mechanism now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar and relevant assignments, experience with Africa, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Only shortlisted Candidates will be requested to submit proposal.
