The African Peer Review Mechanism has received financing from the African Fund Development Bank (AfDB) toward the cost of APRM-ISP project and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services for contract for the APRM-ISP annual project audit.
The main objective of the Project is to strengthen the APRM, support the implementation of the 2016-2020 Strategic Plan and reposition the APRM as an instrument for monitoring AU Agenda 2063 and the SDGs.
The overall objectives of the auditor are:
- To obtain reasonable assurance as to whether the financial statements as a whole are free from material misstatement, whether due to fraud or error.
- To provide reasonable assurance that the project books of accounts provide the basis for preparation of the Project Financial Statements (PFSs) by the Project/Program Implementing Unit (PIU).
- To enable the auditors to express an independent professional opinion on the financial position of the Project, to assure that the Project funds have been used for their intended purposes and in accordance with the provisions of the Loan/Grant Agreement(s).
- To obtain reasonable assurance about the achievement of project/program objectives by matching project/programs physical outputs and achievements to funds disbursed and the timing of the flows. and
- To report on the financial statements and communicate as required by auditing standards in accordance with the auditor’s findings.
The audits will cover the periods/fiscal years ending month and year August 2018 to December 2019(First audit), January 2020- December 2020 (Second audit), January 2021-March 2022 (Third and final audit). In this regard, the contract shall be in place from time of award to end of the grant in March 2022. The total value of the grant over this grant period is UA 2M (approximately US$ 2,816,901).
The firm should be registered and have a license from a national or regional professional accountancy body. Should have relevant experience in accounting and auditing of development project/programs, especially donor-funded operations for not less than five (5) years proof of industry-specific experience of over 5 years, evidence of audit quality, evidence of geographical coverage., and immediate availability
The African Peer Review Mechanism now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar audit assignments of equivalent or higher value, experience in providing audit services for donor funded projects, availability of qualified Accountants and other relevant appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Only shortlisted Candidates/firms shall be requested to submit proposal.
