Introduction
The African Peer Review Mechanism, under the auspices of the African Union (AU), is undertaking the development of a Governance Development Training Programme, the Africa Governance Campus.
The African Governance Campus is a consortium of Schools and Universities of Government which are coordinated by the APRM, to deliver a training programme on African Governance. The programme, which will deliver accredited courses at post-graduate certificate, masters and doctoral level, offers two streams; an academic stream and an executive stream. It is envisaged that this programme will comprise a key effort of the APRM’s mandate to offer support to Member States in the adoption of policies that foster good governance. The APRM will work with various institutions to ensure that the programme is delivered. This will include the creation Network of Schools and Universities of African Governance and the development of a governance community of academics and practitioners. In this regard, the development and management of a database for the network is a key component of the Africa Governance Campus Programme.
The APRM is therefore seeking the services of a qualified post-graduate-level assistant to mine data, undertake internet research, development and manage database of individuals and institutions, as well as to create an online mailing platform.
Background:
The African Peer Review Mechanism (APRM) is an autonomous entity of the African Union (AU) which was established in 2003 by the African Union within the framework of the implementation of the New Partnership for Africa’s Development (NEPAD).
The APRM Governance Campus is in line with the mandate of the APRM, which is to promote and facilitate self-monitoring by the participating States, to ensure that their policies and practices conform to the agreed political, economic, corporate governance and socio-economic values, codes and standards contained in the Declaration on Democracy, Political, Economic and Corporate Governance; and the African Charter on Democracy, Elections and Governance, as well as other relevant African Union and international treaties, conventions and instruments. In this regard, the campus is also in line with the APRM philosophy of providing Afrogenic: African-grown, African-led and African owned discourse. Therefore, the Campus shall offer Afri-pedagogy (African-conceived and African-delivered) modular programmes, in collaboration with a main Partner University.
Objective:
The Objective of the Data Assistant is to provide database development and management services for the establishment and delivery of the training programme of the African Union Governance Campus.
Scope:
Data Assistants will be expected to complete key database management activities. This work will be carried out from July through to September 2019. The scope will include:
- Managing correspondences (email and telephonic) between APRM and the main partner institution;
- Developing the database for the Africa Governance Campus;
- Developing the database for the Network of Schools and Universities of African Governance;
- Correspondences with potential partner institutions.
Deliverables:
A complete database for Africa Governance Campus;
- An online mailing-list.
- A Project Report outlining correspondences with partner institutions regarding the Africa Governance Campus Programme.
Mandatory Requirements:
- A minimum of a bachelor’s degree or Honours Degree for South African applicants in a relevant field, such as: African studies, development studies, economics, international relations, governance, law, political science, public administration, peace and security studies, social sciences, economics, statistics with a research component or related field of study.
- The Data Assistant is required to be fluent in either French or English languages and have working knowledge of one other African language.
Technical Evaluation Criteria:
Selection of the Data Assistant is incumbent upon satisfying the criteria, which is based on the Aspirations of the African Union. The Minimum Technical score shall be 80.
