BACKGROUND
The African Peer Review Mechanism has received financing from the African Development Bank toward the cost of the African Peer Review Mechanism Institutional Support Project (APRM) and intends to apply part of the agreed amount for this grant as payments towards the contract for an experienced consultant to develop the APRM Governance index
OBJECTIVE OF THE ASSIGNMENT
The main objective of the assignment is to develop a comprehensive Governance Framework and Build APRM Governance Index to track governance performance on the African Continent. Further, the rationale behind the index is not to compare one country with another but to compare country’s performance against itself based on the reference period.
SCOPE OF THE ASSIGNMENT AND DURATION
The Consultant will be required to develop a comprehensive governance framework based on the four thematic working areas of the APRM Questionnaire taking into consideration the African Governance Report, and the Continental M&E Framework for the NPoA with a clearly defined indicators at all levels. The development of the index will help inform evidence-based decision making through dialogue with the countries.
The assignment is categorised into two:
- GF: Development of Comprehensive Governance Framework
- GI: Building of Governance Index
The period of the assignment will be for twelve (12) months starting from the date of the contract with APRM
THE CONSULTANT SHOULD HAVE THE FOLLOWING QUALIFICATIONS AND EXPERIENCE
- Minimum of Master’s degree in Applied Economics, Statistics, Mathematics, Monitoring and Evaluation, Governance and Politics, Development Studies, or related field in Social Sciences. A PhD in the above disciplines will be an added advantage.
- Proof of an understanding of the African region and the governance challenges of the African Continent, experience in APRM processes and reviews will be an added advantage.
- Minimum of 10 years of relevant professional experience in the development of indices, monitoring and evaluation or other quantitative work related to governance.
- Provide Curriculum Vitae, Three Referees, Certified Academic and Professional certificates
The APRM now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae, three references and certificates, degrees etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Only Shortlisted Candidates shall be issued with Terms of Reference (TORS)
