BACKGROUND
The African Peer Review Mechanism has received financing from the African Development Bank toward the cost of the African Peer Review Mechanism Institutional Support Project and intends to apply part of the agreed amount for this grant as payments towards the procurement of experienced Consultants to undertake the Country Review.
OBJECTIVES
The Objectives of the Country Review Mission (CRM) is to visit Niger and carry out the widest possible range of consultations with the Government officials, officials, political parties, parliamentarians, academia, trade unions, faith-based organizations, business, professional bodies and others on Economic Governance and Management issues.
The Consultancy is shall commence upon signing the contract and the duration is estimated as three weeks (21 days) starting in November,2019
Qualifications & Experience
The Consultants should have the following education profiles:
- Minimum Masters’ degree in Economics, Business Administration, or related discipline with at least ten (10) years’ relevant experience or PhD level qualification with seven years’ relevant experience.
- Ten (10) years progressively responsible experience in private sector development and/or EGM in various capacities.
- High quality publications and experience in the field of Economic Governance and Management and the major contemporary challenges facing Africa.
- Fluency in French
The APRM now invites eligible individual consultants to submit expressions of interest and be shortlisted to provide consultancy services under the economic governance & management thematic area, in Niger. Two consultants with requisite qualifications & experience will be selected to carry out the assignment. The process shall involve drawing up a shortlist from which the two consultants will be selected. Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae and certified certificates, degrees etc.), description of similar CRM assignments, and experience in Africa.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Only shortlisted candidates will be subjected to technical evaluation

The REOI shall close on 5th November, 2019 at 1100hrs. The REOI shall be opened on 5th November 2019 at 1100hrs local time.
