1) BACKGROUND
The African Peer Review Mechanism has received financing from the African Development Bank toward funding of the African Peer Review Mechanism Institutional Support Project and intends to apply part of the agreed amount for this grant to procure to an Individual Consultant to carry out train on monitoring and evaluation system of the NPoA
2) OBJECTIVE
The APRM intends to recruit M&E Consultant to train APRM Continental Secretariat Staff on the embraced Continental Results-Based Monitoring (RBM) and Evaluation system of the NPoA which covers the following broad learning areas:
- Key M&E concepts
- Indicator settings, data collection, basic data analysis and interpretation
- Use of data in strategic decision-making for improving governance system in the country
The specific objectives of the training include the following:
- improve understanding of M&E concepts among key participants in APRM Continental Secretariat.
- improve understanding of basic statistical concepts in data analysis.
- build skills in basic data analysis and interpretation, data presentation, and data feedback.
- increase understanding of practical approaches to improving the use of M&E data in programs as well as decision making.
3)SCOPE OF THE TRAINING
The scope of the work covers the responsibility for training APRM Staff on the various components of Result-Based Monitoring and Evaluation. Thus, the scope of the work covers the responsibility for training APRM Staff on the various components of Result-Based Monitoring and Evaluation. APRM has proposed and agreed on the following draft training plan. However, the consultant is expected to propose a comprehensive methodology and training plan which would best achieve the objectives
4)DURATION OF THE ASSIGNMENT
The duration of assignment shall be 3 days training, at the APRM Secretariat Offices in Midrand, South Africa
5) ELIGIBILITY AND REQUIREMENTS
The African Peer Review Mechanism now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments -Monitoring &Evaluation), experience in similar conditions -AU or similar organisation, and appropriate skills.
Applicants must demonstrate that they have (i Minimum of master’s degree in a field relevant to the assignment (e.g. Monitoring and Evaluation, Development Economics, Development Studies, Results Based Management or related social science fields)(ii) At least 10 years’ experience in result-based monitoring and evaluation; (iii) Proven experience in the monitoring and evaluation of similar projects with at least two recognized international organization(s)- (iv) Experience in qualitative and quantitative M&E approaches (v)Up-to-date Certified Curriculum Vitae and supporting professional & academic documents and three referees. Only Shortlisted Candidates shall be issued with the Terms of Reference (TORS)
