1) BACKGROUND

The African Peer Review Mechanism has received financing from the African Development Bank toward funding of the African Peer Review Mechanism Institutional Support Project, and intends to apply part of the agreed amount for this grant to undertake an independent Review of APRM 2016-2020 Strategic Plan and prepare a new Strategic Plan for the period 2020-2023.

2) OBJECTIVE

The objective of the consultancy is to conduct the review of the current strategic plan and develop the new four (4) year strategic plan (2020-2023). This will be undertaken through a participatory process involving the APRM Secretariat, critical stakeholders and key partners.

3)DURATION OF THE ASSIGNMENT

The expected commencement date for the assignment is October 2019 and the duration shall be three months starting from October to  December 2019. The sequencing of the deliverables and specific timelines will be agreed prior to contract signature.

4) ELIGIBILITY AND REQUIREMENTS

The African Peer Review Mechanism now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, and appropriate skills. Applicants must demonstrate that they have (i) minimum of five years (5) relevant experience; (ii) experience in undertaking and completing similar assignment in at least two institutions with a governance mandate; and (iii) familiarity with the African Union (AU) mandate and donor funded projects.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.

1) CONTEXTE

Le Mécanisme africain d’évaluation par les pairs a reçu un financement de la Banque africaine de développement pour le projet d’appui institutionnel du Mécanisme africain d’évaluation par les pairs.

Le Mécanisme a l’intention d’utiliser une partie du montant convenu pour entreprendre une Evaluation indépendante du Plan stratégique du MAEP 2016-2020 et préparer un nouveau Plan stratégique pour la période 2020-2023.

2) OBJECTIF

L’objectif du consultant est de procéder à l’examen du plan stratégique actuel et d’élaborer le nouveau plan stratégique quadriennal (2020-2023). Cela se fera dans le cadre d’un processus participatif auquel participeront le Secrétariat du MAEP, les principales parties prenantes et les partenaires clés.

3) DURÉE

Le projet s’échelonnera sur une période de trois mois à compter d’octobre jusqu’à décembre 2019. L’enchaînement des produits livrables et les échéanciers précis seront convenus avant la signature du contrat.

4) ADMISSIBILITÉ ET CONDITIONS

Le Mécanisme africain d’évaluation par les pairs invite, par la présente, des consultants individuels éligibles à manifester leur intérêt à fournir les services décrits ci-dessus. Les consultants intéressés doivent fournir des informations sur leurs qualifications (description des missions similaires, expérience dans des conditions semblables et compétences appropriées). Les candidats doivent démontrer qu’ils ont (i) au moins cinq ans (5) d’expérience pertinente ; (ii) de l’expérience dans la réalisation d’une mission similaire dans au moins deux institutions ayant un mandat de gouvernance ; et (iii) une connaissance du mandat de l’Union africaine (UA) et des projets financés par les bailleurs de fonds.
