BACKGROUND
The African Peer Review Mechanism (APRM) has received financing from the African Development Bank (AfDB) toward the cost of the APRM Institutional Support Project and intends to apply part of the agreed amount for this grant as payment towards the procurement of an experienced Individual International Consultant to conduct a Targeted Review on the theme, “mining resources at the heart of structural transformation of the Senegalese economy”.
OBJECTIVES
The objective of the Targeted Review is to identify key issues in “mining resources at the heart of structural transformation of the Senegalese economy”.” as a way for Senegal to fulfil its economic and social development. In other words, the Targeted Review Report will identify and highlight government efforts to secure good governance of mineral resources, and give recommendations, for the benefit of the current and future people of Senegal.
The duration of the assignment is estimated at thirty (30) days including field days, starting from the date the contract is signed. .In consultation with relevant staff at the APRM Continental Secretariat, APRM National Secretariat and other stakeholders, the consultant shall prepare and submit the following on the 14th day from the date of the contract:
- The Structure/Framework of the Report, a PowerPoint Presentation and the Key Highlights Paper on the theme and submit the three documents on the 14th day from the date of the contract.
- A Zero-Draft Report, a Power Point Presentation, and the Key Highlights Paper on the 28th day from the date of the contract.
- The First Draft Report, a Power Point Presentation, and the Key Highlights Paper on the last day of the field mission.
- The Second Draft Report, a Power Point Presentation, and the Key Highlights Paper on the 14th day from the date of completion of the field missions.
QUALIFICATIONS & EXPERIENCE
The Consultant MUST have one of the following educational backgrounds, experiences and skills and MUST ATTACH THE RELEVANT CERTIFICATES AND TESTIMONIALS:
- A PhD in mining, geology, or related fields with at least five (5) years of relevant experience in the development, implementation and evaluation of mining governance programs or any other relevant program that requires coordination with a national, continental, or international institution; or
- A Masters/Masters or equivalent degree in mining, geology, or related fields with at least seven (7) years of relevant experience in the development, implementation and evaluation of mining governance programs or any other relevant program that requires coordination with a national, continental, or international institution or;
- A PhD or Masters/Masters or equivalent degree related to mining resources with a minimum of ten (10) years of experience in socio-economic development/structural transformation of the Senegalese economy or related fields.
LANGUAGE OF ASSIGNMENT
- The language of assignment shall be French.
The APRM invites eligible Individual International Consultants to indicate their interest for the above-mentioned consultancy by providing the requisite information and documentation:
- Full curriculum vitae that includes information on educational qualifications, professional experience, and expertise.
- Proof of all academic and professional qualifications by submitting copies of relevant Certificates and Testimonials.
- Provide one relevant writing sample/ published report demonstrating writing and research experience and skills in the mining sector.
The short-listing and the selection procedure shall be done in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http:/www.afdb.org. Only shortlisted candidates will be issued with the Terms of Reference (TORs).
