The African Peer Review Mechanism has received financing from the African Development Bank toward the cost of the African Peer Review Mechanism Institutional Support Project, and intends to apply part of the agreed amount for this grant as payments towards the contract for Communication Consultant. The assignment includes the following:
In consultation with relevant staff of the APRM Secretariat and other stakeholders, prepare and submit a draft Communications Policy that:
- aims to enhance the visibility of the APRM and its activities among the African public, including awareness building, advocacy and other measures to popularize the Mechanism;
- that identifies and enumerates the range of viable communication outlets, tools and processes that can best serve the goals of the APRM, and their respective pros and cons, as well as appropriate recommendations; and
- contains detailed roadmap for its implementation along with associated resource implications, including financial and human resources.
The Communication Consultancy is scheduled to commence in September, 2018.
The Consultant shall have a (a)minimum of Master’s degree in governance, communication, marketing, media relations, journalism or related field; and (b) minimum of 10 years of relevant professional experience in the development of public policy related to communications, including an appreciation of the role of social media and other modern communication techniques.
The APRM now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (curriculum vitae and certificates, degrees etc.).
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
