1) BACKGROUND
Gender is one of the key cross-cutting issue of the four thematic focus areas of the APRM since it is a recurrent concern in all areas of governance under the APRM instrument. APRM is described as “Africa’s unique and innovative approach to governance”. Particularly the Country Review Report and the National Programme of Action (NPoA) are the key documents for identifying priority objectives, interventions, duties and roles of key stakeholders. Together they present a potential opportunity for the identification, prioritisation and realisation of women’s rights in all the key APRM thematic areas.
In this regard, a comprehensive review of the key gender issues reflected in the country review Reports as well as implementation of the National Programmes of Action are appropriate at this stage, when a critical mass of African states have completed the review process and are undertaking implementation of identified goals.
The evidence-based Study Report analyses will provide valuable insights and seek to promote a better understanding of how the APRM can serve as a critical vehicle for monitoring and promoting gender equality in governance.
2) OBJECTIVE
APRM intends to conduct a Study on Gender providing a comprehensive review of the key gender issues reflected in the country review Reports as well as implementation of the National Programmes of Action
3) DURATION OF THE ASSIGNMENT
The expected commencement date for the assignment is July 2019 and the duration is three (3) months that is from July to September 2019. The sequencing of the deliverables and specific timelines will be agreed prior to contract signature.
4) ELIGIBILITY AND REQUIREMENTS
Interested and eligible Consultants shall provide information demonstrating amongst others that they have the necessary qualifications, capability and experience to undertake this assignment.
5) MODE OF APPLICATION
Expressions of interest must be submitted by email or physically to the address below on or before 7th June 2019 at 1100hrs. The REOI shall be opened on 7th June 2019 at 1100hrs local time

SHORTLISTING CRITERIA
Consultants are required to demonstrate the ability to undertake the assignment. The CV shall be examined for the following information:
- Advanced University degree in Political Science, Human Rights, Law, Public Administration, Public Policy or other relevant Social Sciences;
- Ability to develop a clear methodology with a workplan;
- At least 5-10 years proven work experience on gender matters in Africa with the APRM or any other multilateral organisation;
- At least 8-10 years of publication record within Africa context on gender and development and good governance;
- Fluency in spoken English and ability to write lucid reports and documents in English is required; knowledge of French will be an added advantage.
