The invitation for Bids follows the General Procurement Notice (GPN) for this project that appeared in UNDB online [insert number] of and on the African Development Bank Group’s Internet Website.
African Peer Review Mechanism (APRM) has received Financing from the African Development Fund (ADF) towards the finance of the African Peer Review Mechanism Institutional Support Project (APRM-ISP). It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Supply, Installation, Testing and Commissioning of E-Platform and Knowledge Hub at APRM Offices.

2.0 DESCRIPTION OF THE PROJECT
The project will support the implementation of the APRM2016-2020 Strategic Plan and reposition the APRM as an instrument for monitoring AU Agenda 2063 and the SDGs. Apart from addressing the immediate challenges faced by the Mechanism, the grant will help in the review and refinement of the APRM tools and processes, to ensure that the Mechanism remains relevant in a rapidly changing world and is also able to take on board the expanded mandate and expectations of member countries. In this regard, the project is expected to support the refinement of the APRM Methodology and Processes, including the revision of the questionnaire and development of indicators for the expanded mandate and reinforcement of modalities for ensuring the implementation of the National Programmes of Action that emerge from the reviews and tracking progress over time through a well-articulated M& E Framework. The project will also help the Mechanism to undertake research and diagnostic works and to develop a repository of knowledge in the form of a knowledge hub, targeting policy makers, academia, the private sector and civil society, among others.
3.0 OBJECTIVES OF THE E-PLATFORM SOFTWARE
3.1 Broad Objectives In the context of the implementation of the APRM Institutional Support Project, the APRM is looking for a supplier to provide an electronic software to contribute in setting-up the APRM Secretariat’s knowledge Hub which includes two components namely, e-library platform for knowledge sharing and Knowledge generation component (M&E) to empower people with right information and create a knowledgeable Pan African Continent as well as ensure preservation of digital content for the posterity. 3.2 Specific Objectives The specific objective of this assignment is to: i. Expedite the systematic development of procedures to collect, store, organize, manage and share/exchange information in digital form. ii. Promote efficient delivery of information economically to all users. iii. Encourage co-operative efforts in research resource, monitoring and evaluation, computing, and communication networks. iv. Strengthen communication and collaboration between and among APRM and its Member-States and Strategic Partners, and or any other relevant institutions. v. Take leadership role in the generation and dissemination of knowledge
4.0 SCOPE OF WORK
i. The supplier will be required to develop or customize a system within the knowledge hub which will comprise of two components namely; – Knowledge sharing and Knowledge generation. ii. On the Knowledge sharing component, the supplier will develop or customize, install the E-Platform software according to the needs of the APRM. The electronic software will help in collecting, storing, organizing, managing learning materials, sharing/exchanging information in digital form and distributing library resources and ensuring that the electronic library meets all the needs of all its users, stakeholders and the public. iii. With regard to the knowledge generation component, the supplier will be required to develop or customize a monitoring and evaluation component which will be used to generate data or information and reports which will be uploaded onto the first component.

Bids must be delivered to the above office on or before [1100 hours] on [1st April, 2019] and must be accompanied by a security bid of 69,980 ZAR from a reputable bank or financial institution and should be valid for a period of 120 days from the date of tender opening.

Pursuant to Instruction to Tender (ITB 27.1) in the Standard Bidding Document for Goods ( African Development Bank) September 2010, revised 2018, we would like to clarify that the security bid in the above mentioned Specific Procurement Notice (SPN) should read 70,000 ZAR and not 69,980 ZAR. Please refer to the bid document (Section II: Bio-Data ITB 19.1) on the same. The Specific Procurement Notice was published on 4th March 2019. All other terms, conditions and instructions on the bid document and SPN remain the same.
