Deliverables: Production of an Online and Print Format Atlas Publication. A Cartographic and Infographic Expression of Key Statistical Data on Governance in Africa
The African Peer Review Mechanism (APRM), is a specialised agency of the African Union and the continent’s pioneer self-monitoring tool for promoting good governance. Launched in 2003, the Mechanism is a voluntary exercise that offers African states the opportunity to systematically assess and review their governance performance. The Mechanism also provides a platform for sharing replicable successful practices and enhancing the adoption and implementation policies, standards and codes. The APRM currently has a membership of 39 states and its Continental Secretariat is located at No. 230 15th Road, Randjespark, Midrand South Africa.
Mandate
The APRM promotes and facilitates self-monitoring among participating member states to ensure that their policies and practices conform to the agreed political, economic, corporate governance and socio-economic values, codes and standards contained in the Declaration on Democracy, Political, Economic and Corporate Governance; and the African Charter on Democracy, Elections and Governance as we’ll as other relevant treaties, conventions and instruments adopted by Participating States whether through the African Union or through other international platforms.
In the implementation of its mandate, the APRM primarily seeks to foster the adoption of policies, standards and practices that lead to political stability, high economic growth, sustainable and inclusive development, as well as accelerated regional and continental economic integration.
Rationale for the African Union Governance Atlas:
In order to communicate broadly and effectively to both policy makers and the public, the APRM must necessarily consolidate the picture of governance on the continent into an accessible, credible and user-friendly medium. The production of an Atlas or Map on governance in Africa is one such medium. The Atlas project seeks to capture, in cartographic form and with relevant data visualization, the key governance indicators and indices on the continent. The project aim is to express these indicators in a visually engaging, easily-readable format that is accessible to broad cross-section of actors and communities. It is envisaged that the Atlas will be in both print hard copy form and an interactive online version. Presently, there appears to be no such publication by either the African Union or its development partners. A governance Atlas publication on Africa, conceived and produced by African institutions using sources accredited by African governments and accredited multilateral organisations. The Africa Governance Atlas indicators will be drawn from various frameworks including the African Union Agenda 2063 – “Aspiration Three” and the African Charter Democracy, Elections & Governance (adopted in 2004). The Atlas will present visualisations of the governance from data on aspects such as elections, the rule of law, the public service, access to information, judicial and legislature independence, economic governance, corruption and civil society participation.
The APRM will employ several sources of data for the Atlas including nationally generated and accredited data from National Statistical Offices, officially recognized national and international associations and bodies such as the electoral institutes, parliamentary unions and statutory bodies. Data will also be obtained from international development agencies and financial institutions. (See the example at the end.)
The Assignment:
Under direct supervision and tecghbnical guidance of the Head of Division – Research, Methodology and Development Division, and overall authority of the APRM Continental Secretariat, the AGA Platform and the African Union Department of Political Affairs. The infographics expert
Scope
- Development of customised interactive icons, design graphics, text and illustration
- Translate, organise raw data from SPSS into infographic/visual imagery to convey information;
- Design the end-product/ digital content for printing;
- Edit art-work, charts and other graphic elements;
- Layout and design information and the development of a website for the African Union Governance Atlas;
- Submission of preliminary layouts/ infographics of all raw data and database files, which will be the property of the APRM.
Expected Outcomes:
- Icons on various governance parameters
- Translation of statistical database into infographics
- A Print-ready electronic publication 200 pages printed version of the African Union Governance Atlas and online interactive cartographic navigator
- An African Governance Atlas Website hosting the interactive platform interfacing with existing African Union and APRM platforms;
- Infographic software package linked to the statistical database of governance indicators
- Qualifications and Expertise Criteria:
- Strong practical background in graphic design and infographics;
- Use of design software such as Adobe Design Premium, In-Design, CorelDraw, web design tools such as Dreamweaver and Flash, etc;
- Proven experience of graphic production and infographics from start to published/printed product with knowledge of printing processes (offset and digital) and colour management;
- Knowledge of data base management, website design and SPSS
- Applications should provide the following:

- Copy of catalogue or samples of the design work, if available;
- Completed fees/price list based on the attached volume/type of services (Annex 1)

The Applicant shall submit a Curriculum Vitae (CV) and Certified copies of academic degree(s). Eligible women are encouraged to apply.
