AFRICA GOVERNANCE INSIGHTS VOLUME I: GOVERNANCE, HUMAN RIGHTS AND MIGRATION IN AFRICA
This report recognises the predominant narrative that locates developing countries, including Africa, in the migration spectrum as labour-sending, and developed countries as labour-receiving. The phenomenon understood in the context of historical colonial relations and contemporary political economy is central to the migration–development nexus. The African Union (AU) Report on Labour Migration Statistics in Africa (2017) stated that the total estimated transfers received from African international migrants, including those living and working outside Africa, amounted to 75,7 billion US dollars in 2017. This highlights the diaspora’s potential as a catalyst for development in migrant’s respective African countries.
AFRICAN SOVERIGN CREDIT RATING REVIEW – 2022 MID-YEAR OUTLOOK
This 5th edition of the African Union – African Peer Review Mechanism (AU-APRM) mid-year Sovereign Credit Rating
Review Report presents an analysis of the long-term foreign currency sovereign credit rating actions in Africa by three dominant international Credit Rating Agencies (CRAs) – Moody’s, Fitch and S&P Global (S&P) – during the first half of 2022 (2022H1) and makes recommendations
to both rating agencies and governments on how credit ratings can be improved in Africa.
DISASTER MANAGEMENT AND COVID 19: AN AFRICAN GOVERNANCE PERSPECTIVE
This comprehensive report – Disaster Management and COVID-19: An African Governance Perspective – was prepared within the framework of the United Nations Disaster Risk Reduction (UNDRR) framework, the World Health Organization (WHO) international regulations for health, the health governance dimensions of Agenda 2063, UN SDGs, and the APRM governance framework on strengthening African governance architecture in support of efforts to contain and mitigate the impact of novel coronavirus pandemic
in Africa.

THE AFRICA GOVERNANCE REPORT – 2021
The Africa Governance Report 2021 (AGR 2021) is the second report produced by the African Peer Review Mechanism (APRM), on behalf of the African Governance Architecture (AGA), and focuses on African Governance Futures 2063 Scenarios. By utilising future studies as its scientific platform, this report represents a collective effort that highlights rigorous, evidence-based research spanning a period of one year.
A STUDY ON THE IMPACT OF AFCFTA ON INFORMAL CROSS-BORDER TRADERS
Through the African Peer Review Mechanism (APRM) country and targeted reviews, it has been observed over the years that majority of African women are in vulnerable self-employment, almost exclusively in the informal sector. It has further been noted that self-employment is the main form of employment, largely driven by necessity and not opportunity, as it focuses on sectors with low barriers to entry, and also low profits and productivity. As such, empowering African women within the context of the AfCFTA and making AfCFTA a reality for them will address issues faced by women-led businesses, especially those operating in the informal cross border trade, within the evolving trading environment.
TECHNICAL SUPPORT MISSION ON INTERNATIONAL CREDIT RATINGS – REPUBLIC OF KENYA
The APRM technical support mission team undertook a series of consultations with a variety of stakeholders in the Republic of Kenya from the 25th of November to 3rd of December 2021. The mission team held meetings with representatives from the National Treasury, Central Bank of Kenya (CBK), Capital Markets Authority, Office of the IMF representative in Kenya, Representatives of banking sector, Kenya National Chamber of Commerce and Industry amongst other stakeholders.
DRIVERS OF ECONOMIC GOVERNANCE PERFORMANCE IN AFRICA: A CROSS-COUNTRY ANALYSIS
This Report highlights the objectives, methodology, findings, conclusions and policy recommendations of the study on the drivers of economic governance in selected African countries. To put the purpose of this study in its proper context, good economic governance exists in countries when institutions of governance have the capacity to manage resources efficiently, formulate, implement, and enforce sound policies and regulations which can be monitored and accounted for through respect for rule of law and enforcement of rules of economic interaction. In addition, such a policy environment must also ensure that economic activity is not hampered by corruption and other activities inconsistent with public trust.
DRIVERS OF CORPORATE GOVERNANCE IN AFRICA: A CROSS-COUNTRY ANALYSIS
The need to strengthen and improve on the delivery of the mandate of African Peer Review Mechanism (APRM) and broaden its activities to include enhanced elaborate monitoring and evaluation of the thematic areas of corporate and economic governance in their Country Review Missions (CRMs) warranted this study. The drivers of corporate governance in African countries which the CRM covers demand that the APRM periodically reviews the dynamics that propel the performance of the thematic areas.

SOUTH AFRICA SECOND GENERATION REVIEW REPORT – KEY HIGHLIGHTS
South Africa is to be commended for its leading role as one of the founding nations of the NEPAD vision, which led to the establishment of the APRM programme on good governance in March 2003. From 2003, South Africa steadily implemented APRM, completing its First Self-Assessment Country Report in 2006, hosting a review mission from 9 to 25 July 2006, and completing its first peer review in Accra, Ghana on the 1st of July 2007. South Africa then produced three progress reports based on the recommendations of the first Country Review Report, with the final progress report tabled at the APR Forum in 2014.
NAMIBIA REVIEW REPORT – KEY HIGHLIGHTS
Namibia is to be commended for its full implementation of the APRM good governance programme. From 2017-2018, Namibia completed plans for operationalising APRM, and by November 2019, all APRM national structures were established, including the APRM National Secretariat led by its CEO and the Focal Point for APRM in Namibia, Ambassador Lineekela Mboti, as well as the Namibia APRM National Governing Council (NGC) consisting of eminent citizens representing civil society, government, and the private sector to oversee good governance reports and their implementation in Namibia.
RAPPORT D’´EVALUATION SUR LE CHOMAGE DES JEUNES EN REPUBLIQUE DE NAMIBIE
Il ressort de l’évaluation ciblée que le gouvernement de la Namibie a, au fil des ans, fait de gros efforts pour mettre en place un environnement politique et plusieurs programmes pour les jeunes afin de les autonomiser et de résoudre la question de leur chômage. Cependant, ces efforts ont été entravés par les faiblesses structurelles historiques de l’économie, une 15 mauvaise coordination du cadre institutionnel, un système éducatif qui ne répond pas aux exigences du marché du travail, un cadre entrepreneurial sous-développé, des écosystèmes de données/informations médiocres et une absence de mécanismes de suivi et d’évaluation.
TARGETED REVIEW REPORT ON YOUTH UNEMPLOYMENT FOR THE REPUBLIC OF NAMIBIA
The Targeted Review Mission findings show that the Government of Namibia has, over the years, made serious efforts to put in place policies and implement youth programmes to empower the youth and resolve youth unemployment. However, these efforts have been hampered by the historically structural weaknesses of the economy, poor coordination of the institutional framework, an educational system that does not meet the demands of the labour market, an underdeveloped entrepreneurial framework, poor data/information ecosystems and lack of monitoring and evaluation mechanisms.

A STUDY ON STRENGTHENING YOUTH PARTICIPATION IN DEMOCRACY AND GOOD GOVERNANCE: FINDINGS OF SELECTED APRM COUNTRY REVIEW REPORTS
This study report has two parts. Part I presents the study’s inception report which provides a background for the readers about the rationale and overall orientation of the report. Part II constitutes the actual output of the study, which is an analysis of the African Peer Review Mechanism (APRM) country review reports and country mission reports of selected countries. The countries covered in Part II of this document are Algeria, Chad, Ethiopia, Kenya, Namibia, Nigeria, Mozambique, Senegal, South Africa and Uganda.
APRM BASELINE STUDY – IMPLEMENTATION OF THE UN-CEPA PRINCIPLES OF EFFECTIVE GOVERNANCE FOR SUSTAINABLE DEVELOPMENT IN AFRICA
The APRM Baseline study on the implementation of the Committee of Experts of Public Administration (CEPA) principles is informed by the trajectory of Africa’s development as charted in Agenda 2063, The Africa we Want and the United Nations Sustainable Development Goals (SDGs), “Transforming our world: the 2030 Agenda for Sustainable Development.” The intention is to accelerate the attainment of the most ambitious global agenda ever taking into account, both the content and context of government with a clear view of the world in 2030. We do so having lived through 2020 and 2021 with the COVID-19 pandemic. This experience should lead us to a greater realisation that the context within which the SDGs are situated must not be expressed in static terms, as if, the world ten years from now, will be the same as today.

L’étude préliminaire du MAEP sur la mise en oeuvre des principes du Comité d’experts de l’administration publique (CEPA) s’inspire de la trajectoire de développement de l’Afrique tracée dans l’Agenda 2063: L’Afrique que nous voulons et dans les objectifs de développement durable (ODD) des Nations Unies énoncés dans le document intitulé « Transformer notre monde: le Programme de développement durable à l’horizon 2030 ». Il s’agit d’accélérer la réalisation du programme mondial le plus ambitieux jamais élaboré, en tenant compte à la fois des contenus gouvernementaux et du contexte, le tout guidé par une vision claire du monde en 2030. Les années 2020 et 2021 ont été marquées par la pandémie de COVID-19. LEGACY REPORT – UNDER THE COORDINATION OF HIS EXECELLENCY IDRISS DÉBY ITNO
After 2 (two) years at the head of the APR Forum, H.E. Uhuru KENYATTA, President of the Republic of Kenya, handed over the baton to H.E. Idriss DÉBY ITNO, President of the Republic of Chad at the 27th APR Forum of Heads of State and Government held on Saturday, 27 January 2018 at the African Union (AU) Headquarters, in Addis Ababa. Immediately upon assuming duty and cognizant of the many difficulties facing the Mechanism, in particular insufficient financial resources and absence of enthusiasm by some countries, Chairperson Idriss DÉBY ITNO made a commitment to pick up where his predecessor left off, notably with the implementation of a rigorous revitalization programme. Hence, in close collaboration with the APR Secretariat, he rolled out an ambitious programme, the main components of which are contained in the document titled Priority Actions of His Excellency President IDRISS DÉBY ITNO’s Term of Office.

BILAN DU MAEP SUR LA PRÉSIDENCE DE SON EXECELLENCE MONSIEUR IDRISS DÉBY ITNO
Après deux ans à la tête du Forum du MAEP, S.E.M Uhuru Kenyatta, Président de la République du Kenya, a passé le flambeau à S.E. Idriss Déby Itno, Président de la République du Tchad lors du 27ème Forum des Chefs d’Etat et de Gouvernement du MAEP dont les travaux se sont tenus le samedi, 27 janvier 2018 au siège de l’Union africaine (UA), à Addis-Abeba, Ethiopie. Prenant conscience de nombreuses difficultés que traverse le Mécanisme, en particulier t l’insuffisance des ressources financières et le manque d’enthousiasme de certains pays, le Président Idriss Déby s’est engagé dès sa prise de fonction à poursuivre les oeuvres de son prédécesseur y compris le programme rigoureux de revitalisation. En conséquence, en étroite collaboration avec le Secrétariat Continental, il a entrepris un ambitieux programme, dont les principaux axes sont contenus dans le document intitulé les Axes prioritaires du mandat de Son Excellence le Président IDRISS DEBY ITNO.

African Youth Economic Forum (AYEF) Outcome Report – APRM 18th Anniversary Virtual Celebration
The future of Africa is bright, and it is made a lot brighter by the enormous potential of its greatest asset – its youth population. The growth potential of the continent and the many opportunities that come with it can only be leveraged by the inclusion of young people into the policymaking mainstream. No longer should the realm of policy making be the preserve of those perceived to be of the right age group as the winds of change are once again sweeping across the continent and they are calling for adaptability, agility and productiveness, which cannot be realised without its young population being brought into the fold.

Changing the Narrative: The Nexus Between Governance, Gender, and Peacebuilding in Africa
The issue of gender equality is one which Africa and the world has been proactively engaging in earnest, in particular over the past two decades. The African Peer Review Mechanism, as a self-assessment instrument of the AU with an extended mandate to monitor and evaluate the AU’s Agenda 2063 and SDGs 2030, is also expected to implement and supervise the main areas of governance in Africa. For the APRM, conducting the research on the issue of gender equality and governance revealed the challenges women continue to face in terms of inclusion and empowerment. And the issue of women who are refugees and displaced persons, further supports the need for action. As a result, the Mechanism encourages Member States to adopt policies that strengthen gender equality and women’s empowerment.

Africa’s Voluntary National Reviews (VNRs) for the High-Level Political Forum (HLPF) 2021 and African Union (AU) Agenda 2063 Reporting Framework
The third APRM capacity-building Regional workshop on Africa’s Voluntary National Reviews (VNRs) took place from February 22 to 23rd, 2021, in partnership with the GIZ office to the African Union and other strategic partners. Since 2018, the APRM has been committed, under its expanded mandate, to support sharing knowledge and peer-learning on SDGs/Agenda 2063 planning, domestication, and monitoring and evaluation.

Le troisième atelier régional du MAEP sur le renforcement des capacités des pays africains à préparer les examens nationaux volontaires (ENV) a eu lieu les 22 et 23 février 2021, en partenariat avec le bureau de la GIZ auprès de l’Union africaine et d’autres partenaires stratégiques. Depuis 2018, le MAEP s’est engagé, dans le cadre de son mandat élargi, à soutenir le partage des connaissances et l’apprentissage entre pairs sur la planification, la domestication, le suivi et l’évaluation des ODD et de l’Agenda 2063.

Agenda 2063 and SDGs Implementation in Africa
This is the first report by the African Peer Review Mechanism (APRM) to assess the governance mechanisms implementing the SDGs and Agenda 2063 at the continental level. Why is the APRM producing this report? The importance of good governance in the realisation of Sustainable Development is well known: good governance leads to good development outcomes as noted in the SDGs Index developed by the SDGs Centre for Africa and the latest Mo Ibrahim African Governance Index. The report also fills a gap in assessing national mechanisms responsible for the implementation of SDGs and Agenda 2063. This area has not received the same level of attention as the actual monitoring of progress on the indicators.

Mise en œuvre de I'Agenda 2063 et des objectifs de développement durable en Afrique
Le présent rapport est le premier qu’élabore le Mécanisme africain d’évaluation par les pairs (MAEP) pour évaluer les mécanismes de gouvernance concernant la mise en oeuvre des ODD et de l’Agenda 2063 sur le continent. Pourquoi un tel rapport ? L’importance de la bonne gouvernance en matière de développement durable est bien connue ; la bonne gouvernance conduit à de bons résultats en matière de développement, comme l’indiquent l’Indice des ODD, élaboré par le Centre africain des ODD et le dernier indice Mo Ibrahim sur la gouvernance en Afrique. Le rapport comble également une lacune dans l’évaluation des mécanismes nationaux utilisés dans la mise en oeuvre des ODD et de l’Agenda 2063. Cette question n’a pas reçu le même intérêt que le suivi réel des progrès accomplis concernant les indicateurs.

It seeks to provide African countries and investors with a corresponding analysis of the sovereign credit ratings’ opinion by international agencies. The report therefore presents trends, drivers, interpretation of opinions and policy recommendations on sovereign credit ratings.

À mesure que les gouvernements assouplissent les réglementations de confinement mises en oeuvre depuis mars 2020 pour ralentir la propagation de la Covid-19, nous ne pouvons faire autrement que d’appréhender la vie telle que nous la connaissions avant d’être malencontreusement interrompus par cette créature abyssale appelée le Coronavirus. Quelques activités qui avaient été suspendues font peu à peu leur retour, des écoles ont ouvert, le shopping n’est plus aussi pénible et les réglementations autour des restaurants et des lieux de culte ont également été assouplies. Bien que nous devions encore respecter un certain nombre de restrictions, comme l’imposition de la distanciation sociale et le port de masques faciaux, je préfère de loin suivre ces règles plutôt que d’être confinée entre mes quatre murs à supporter les cris de mes enfants et les caprices de mon cher mari.

As governments ease lockdown regulations that have been implemented since March 2020 to slow down the spread of COVID-19, we can’t help but look forward to life as we knew it before we were rudely interrupted by this faceless beast called the Corona Virus. A few activities that were banned have made a come-back, schools have opened, shopping is no longer as painful and rules around restaurants and places of worship have also been relaxed. Though we still need to adhere to some level of restrictions, like the imposition on social distancing and wearing of face masks, I’d much rather follow these rules than be locked up at home with my screaming kids and solemn husband.

As the world grapples with the devastation of the effects of the COVID-19 pandemic. Life, as we know it, has changed. The challenge we face today has been both unexpected and devastating, in the form of a deadly virus that is spreading around the globe and that is challenging how we do things. Governments in their wisdom have imposed lockdown/isolation and social distance restrictions. All these measures to respond to our common and invisible enemy, the Corona Virus.

Governance, Gender and Peacebuilding: Strengthening the nexus
There is a growing realisation in African states that bad governance causes inequalities that can lead to the outbreak of sustained violence. Violence against women is a manifestation of gender inequality resulting from unequal power relations in times of peace or conflict. Sustainable solutions requires women to be their spokespersons and to articulate their concerns and issues within formal governance platforms and peace processes.
