21 -22 August 2016, Nairobi, Kenya – The African Peer Review Mechanism (APRM) was adopted by members of the African Union primarily as a self-monitoring mechanism designed to promote policies, standards and practices that will lead to political stability, high economic growth, sustainable development and accelerated regional integration in Africa.
WE, the members of the APR Panel of Eminent Persons, composed of:
Dr. Mustapha Mekideche (Chairperson);
Professor Mahamoud Youssouf Khayal (Vice-Chairperson);
Ambassador Fatuma Ndangiza;
Ambassador Ashraf Rashed;
Honourable Joseph Tsang Mang Kin;
Professor Al-Amin Abu Manga; and
Honourable Brigitte Sylvia Mabandla.
With the participation of the Chief Executive Officer (CEO) of the APRM Secretariat, Prof. Eddy Maloka, who attended together with Senior Staff of the APRM Secretariat;
Having held its 78th Meeting on 21 and 22 August 2016 in Nairobi, Kenya;
Having deliberated on the Agenda as adopted at the beginning of the Session;
Having been briefed on, and welcoming, the development of a new APRM Mobile Application that will allow for easy and ready access to APRM information, serve as an interactive platform for the APRM Community of Partners and other projects focused on renewal of APRM tools and methodologies as part of the APRM revitalization activities;
Having considered the Draft Review Reports on Chad and Senegal;
Having deliberated on a revised Road Map of APRM Missions for the second half of 2016;
Welcome the development of the new APRM Mobile Application;
Congratulate the Lead Panel Members for Chad and Senegal and the CEO and Staff of the Secretariat who contributed to these reviews;
Welcome and endorse the revised version of the draft APRM Strategic Plan 2016-2020, the draft APRM Statute, and the Panel Terms of Engagement;
Welcome the submission by Kenya of the first APRM second review self-assessment report, and schedule the review mission to Kenya for October 2016;
Congratulate Mozambique on the submission of its Second APRM Progress Report on implementation of its National Programme of Action (NPoA) to the APR Forum of Heads of State and Government;
Approve the revised Road Map of APRM Missions to be fielded in the second half of 2016, including the review missions to Kenya, Côte d’Ivoire and Sudan and express the hope that APRM Strategic Partners will support these reviews;
Further approve completion of an impact study to be presented at the January 2017 APR Summit, that will inform on the status of APRM implementation in Member States;
Welcome the interest in the APRM process expressed by Madagascar and Namibia;
Endorse the finalization of MOUs on technical cooperation with APRM Strategic Partners for signing at the January 2017 APR Forum summit;
Express our appreciation for the strengthening of relations between the APRM and the Pan-African Parliament; and Endorse the proposal on the Commemoration of the 15th Anniversary of the APRM in 2018 as the “Year of Universal Accession”
