The African Peer Review Mechanism and the Pan-African Parliament unlock new collaboration opportunities


Midrand, 7 August 2018 – The African Peer Review Mechanism (APRM) represented by Ms. Mary Izobo, Legal Officer and Mr Abubakr Siddig, ICT Assistant attended the Sitting of the Permanent Committee on Justice and Human Rights of the Pan-African Parliament (PAP). This is in line with Para 25 of the APRM Base Document NEPAD/HSGIC/03-2003/APRM/MOU/Annex II on the collaboration and tabling of reports of the APRM before the Pan-African Parliament.

Ms Mary Izobo made a presentation to the Parliamentarians on the APRM Processes and PAP. In her presentation, Ms Izobo highlighted the role of parliamentarians in the success of the APRM processes and in the implementation of the mandates of the APRM. In addition, she encouraged AU member states, who are yet to accede to the Mechanism to do so, following the APRM theme of the year 2018 ‘Towards Universal Accession’.

At the end of the presentation, the Chairperson of the Committee on Justice and Human Rights of the Pan-African Parliament, Hon. Mephato Reatile thanked the APRM representatives.

In conclusion, the Committee on Justice and Human Rights made the following recommendations:

  1. The APRM and PAP should organize a three (3) day workshop to educate the parliamentarians on the APRM processes and how they can assist in the implementation of the APRM mandates
  2. The APRM should include the Committee on Justice and Human Rights in the road show for universal accession in the Northern African region
  3. The tabling of the APRM reports should always be on the agenda of PAP sessions and ensure the advancement of the Pan-African APRM Network (PAN)
  4. The tabling and presentation of APRM reports at the forthcoming Ordinary Parliamentary Session in Kigali, Rwanda


About the African Peer Review Mechanism

The African Peer Review Mechanism (APRM) is an initiative of the African Union, founded in March 2003 by the Heads of State and Government Implementation Committee (HSGIC) of the New Partnership for Africa’s Development (NEPAD).  The purpose of APRM is to facilitate the adoption of policies, principles and practices that contribute to political and economic stability and growth, additionally to leading sustainable development. The four thematic areas of APRM are composed of:

  • Democracy and Good Political Governance
  • Economic Governance and Management
  • Corporate Governance
  • Socio-Economic Development

In January 2017, the AU Assembly of Head of States and Government expanded the APRM mandate to Monitoring and Evaluation of the implementation of AU Agenda 2063 and SDGs 2030. While the January 2018 Assembly, amongst other things, welcomed steps taken to position the APRM as an early warning tool for conflict prevention in Africa, in the context of harmony and synergy between the APRM, African Peace and Security Architecture, and the African Governance Architecture
